Yep, this is an observation lookout, a relic of WW2... The area in the vicinity of the Golden Gate also has relics going back to WW1...
And nope, Christopher, the artwork wasn't sanctioned, but we seem to have a very persistent group of grafitti artists and taggers in this area... If you don't mind a little obscene language with your grafitti, take a look at what I found inside of that bunker at this URL:
