Those are paper cut outs inside a window in a doorway. There were so many businesses listed on the door I couldn't be sure of why the illustration was there.
I did notice one of the businesses was an art guild so I'm assuming the art work had something to do with them.
It was Sunday and everything was closed so I couldn't inquire...
